You asked me to  "Name one democratic program that has helped African-Americans.  You could name a programs that might have helped put dinner in their belly, but not get them a job."

I did. It is obviously a Democratic bill, even with Republican co-sponsors.

Both houses were approximately 2/3 Demmocratic Party. The bill was introduced into Democratic bodies, passed and signed by a Democratic Party president.

That's the history, you can interpret it any way you want, but those are the facts. A Democratic congress passed a Democratic bill. It's called 'bi-partisan' when both parties approve of the substance and pass the bill.
