Reading the report in the Geophysical Research it says:
Earth's Energy imbalance is relatively small (0.3%) difference between absorbed and emitted.
And:The increase from mid 2005 to mid 2019 was 0.5% plus or minus .47%. So at one extreme the increase could have doubled and at the other extreme could have been all most zero. The article you posted could have said the increase was only 0.03% and been just as correct as far as this research is concerned.
