The first rule of covert actions is to leave no discoverable evidence. The January 6 insurrection was being tracked almost from the beginning. A Trump controlled DoJ wasn't going to act against it: he believed it to be an effective political action.

It was, but not in the way Trump assumed. It made clear to the nation that Trump supporters would happily and violently attack America's fundamental institutions.
