My instinct is to say, no- the people who aren't vaccinated when the vaccination is free would still not be vaccinated and would still constitute 98% of the hospitalized and dead.
On the other hand, it's possible that an established universal healthcare plan would have expanded available facilities over the last decade.
56% of Americans are fully vaccinated. 97% of hospitalized covid patients are unvaccinated.
