Of course he believes the election was rigged, as does a majority of the people.  

Something like 24 states have or now changing the voting  laws to help close the loop holes that allow fraud.  Many of the rest of the states fraud is already much harder to accomplish.  Just left wing states will still have programs that fraudulent voting is easy.  Like yours! So as the election rules change, we may see that elections become fair again and the great American Way of life saved.  Or the country is doomed.
