The fact is that Biden's whatever you call it is intended to counter disinformation propaganda to potential immigrants. Do you resent the commercials that allow you to watch free TV? They're specifically designed to plant favorable opinions, consciously or in your subconscious. The disinformation he wishes to counter promote an unfavorable opinion in the minds of potential immigrants.
