Exactly, an unstable upbringing compounded by no family values  

Many of these poor kids are raising themseslves. Parents are AWOL

Many believe the school system should raise their children. And those are the children most susceptable to some type of mental disability.

What is a child to do when they receive no love from the home?

Seems many parents today are simply not involved with their childrens school activities. And unfortuneatly, this is far more prevelent in the poorer areas.

Welfare has been the cause of this for a very long time. We now have generations that expect welfare to take care of them for life.

Welfare was intended to provide the bare minimums until people were able to get back on their feet. But the liberal democrats have turned it into a full-time job.
