My dog is alive and I have the power of execution over him if I choose.

My cat was alive, until my dog ( Tavern) killed him

Or should  I say " murdered " him..

And do I dont judge my dog and sentence him to summary execution 

for the murder of my cat.

Only humans are culpable for committing murder,
