Abrams is galactically stupid.
Criminals don't obey the law, hence the name of their occupation.
No, the law doesn't allow criminals to carry, they're still not allowed to be in possession of a firearm.
But, there are probably enoug Useful Idiots in Georgia who will vote for her.....
