Is controlling an epidemic a public good that should be supported by taxes?

Can the government compell citizens to comply with measures to limit an epidemic?

No answer? I thoought frog boys was all self-reliant, independent, responsible for their own health and success and spurned government involvement in 'social' programs. Public health is as 'social' as it gets. Smallpox, polio, a lot of diseases were exterminated, extinct in this country by government action.
