If so, what level of education should be supported by tax-payers?

American education K-12 is indeed free to the student. If parents don't own any property in the district, it is free to the family.

Yup, sure have. I used to own rental property. Mostly market driven by local values, which only indirectly reflect school taxes.

$0. That's a 'zero' as in none, zilch, nothing on a residence.
