Do you really think the military is incapable of shooting down a ballon over areas not inhabited by people.  The best place would have been over the ocean.  But the west has millions of miles with no inhabitants.  The ballon was over Montana for two days, lots of empty space there.

perhaps they want to figure out a way to bring it down safely without destroying it so they can reverse engineer and preserve the technology to understand how it's communicating, use certain elects as proof of Chinese violating our airspace. Well, the data collected may or may not be different, bit the location it is collecting data from, sure is.  Space is not against the law, but our airspace is!  

So now, we knowingly accept intrusion illegally into our airspace and will do zip about it.  The rest of the world now knows Biden does not even have the balls to protect our national security, let alone our allies.  Are we now just a 3rd world nation, waiting for China to execute its will on us.

For reasons that both you and may not understand, and for reasons that go far beyond our pay grades, they may NOT want to shoot it down so they can gather intelligence on the device - Perhaps its trajctory is not a risk to the country, and if it does go over a site they don't want it to go over, then perhaps they will consider taking more agressive manuevers ...

There are a multitude of reasons they may want to try to retrieve it without destroying it so that China cannot deny that they did this - They may want to see the technology in it ..They may want to assess the radio transmitters and the tansmitter and reverse engineer the software so they can see what type of things may have been transmitted ...
