All those practices were indeed tools of voter suppression, designed and implemented to exactly what you deny.

"literacy tests" were racist in practice. A higher number of black voters were illiterate and not provided the same assistance in voting as non-minority voters.

These and similar discriminatory practices were the reason the the Voting Rights Acts were passed.
