Too bad they found The highest level of top secret documents stashed in his vacation home.

I think "intent" is not going to work very well since

1. The documents were clearly marked and were not "de-classified" as he claism

2. They tried countless times to get them and he pretty much did not comply

3. Grand Jury subpoeaned him

I'd say it was his intent to harbor top secret documents AND he had a lawyer to give him legal advice about the documents.

What's worse, there was one or more people who they found on video surveilance that alarmed the DOJ

I'd say he's screwed and hope he has a really good attorney
