Why is sending a aircraft into our airspace to spy on our TRAID Bases not a act of war?

Was the baloon launched with intention to overfly America?

Does the baloon have the capability of compromising, threatening American security?

Were the baloon an actual threat to American security, then the issue of shooting it down would only be minimally concerned with collateral damages, danger to Americans and American property on the ground:
